The Minister of Education and Sports, Janet Kataaha Museveni, is set to commission the newly constructed Uganda Vocational and Technical Assessment Board (UVTAB) National Skills Assessment Centre on January 9, 2026, at Kyambogo Hill.
The eight-storeyed facility, purposefully designed as a national skills assessment hub, brings together all UVTAB staff who were previously operating from multiple rented premises in Ntinda and along Jinja Road. The consolidation is expected to significantly improve efficiency, coordination, and service delivery.
Constructed in a record three years, the shs25.6 billion project commenced on March 23, 2022, and was completed on February 21, 2025, with full funding from the Government of Uganda. The UVTAB printery will, however, be established separately at the Namanve Industrial Park.
According to UVTAB Executive Secretary Onesmus Oyesigye, the move to the new headquarters will enable full integration of assessment services under one roof, leading to faster and higher-quality service delivery while reducing administrative costs to both the taxpayer and the institution.
“With the completion of this Assessment Centre, UVTAB will save at least shs189.8 million annually in rental costs,” Oyesigye said.
The milestone comes as UVTAB marks the successful assessment of 275,963 candidates since the commencement of national assessments on March 15, 2025, in line with the TVET Act, No. 3 of 2025.
Rising prominently on Kyambogo Hill, the modern complex comprises an eight-storey main block and a three-storey Short Tower, offering a total floor area of 6,499.6 square metres.
The facility includes a state-of-the-art auditorium, two fully equipped boardrooms, several mini meeting rooms, and two dedicated innovation and incubation hubs to support skills development and institutional growth.
The Assessment Centre also provides parking space for up to 60 vehicles to serve staff and stakeholders.
In line with staff welfare and inclusivity, part of the ground floor has been designed to accommodate a crèche for breastfeeding staff, while the sixth floor will feature wellness facilities, including a gym and sauna.
The building is equipped with advanced ICT and security infrastructure, including access control systems, reliable water and power supply, lifts, a standby generator, firefighting equipment, UPS power backup, air-conditioning, and a public address system to ensure safety, efficiency, and uninterrupted operations.
Architecturally, the complex incorporates a central atrium core that enhances natural lighting and ventilation, significantly reducing dependence on mechanical cooling systems.
The project was constructed by Seyani Brothers & Co. (U) Ltd, with supervision by Cornerstone Design and Engineering Ltd.
With the commissioning of the Assessment Centre, UVTAB has fully consolidated its operations from rented offices in Ntinda and Lugogo Bypass to the purpose-built headquarters at Kyambogo Hill—marking a significant step forward in strengthening Uganda’s technical and vocational skills assessment framework.
